Data and GIS Analyst / Policy Planning Specialist II

July 2007 – Present

  • Perform data and GIS analysis of AgileAssets® Pavement Analyst (a pavement management system) using ArcGIS 10, Microsoft Access and SQL Developer.
  • Perform data and GIS analysis on pavement and asset data collected through our vendor Fugro Roadware and their Automatic Road Analyzer Vans.
  • Perform quality assurance (QA) checks on Highway Performance Monitoring System data and database syncs between the maintenance division and the road network system IT division.
  • Perform numerous queries and QA functions on VDOT’s GIS linear referencing system data.
  • Create statewide and VDOT district maps of pavement condition data and maintenance project locations using ArcGIS.
  • Prepare maintenance division GIS data for use on an enterprise ArcGIS Server website.
  • Design map symbology, map layouts, and annotation while following cartographic principals.
  • Trained co-workers on how to perform bridge and structure GIS database edits and VDOT road centerline updates using ArcGIS.
  • Applied restricted truck routes to VDOT’s GIS road centerlines by using linear referencing techniques.  Created map symbology and map tiles for use on an ArcGIS / Microsoft Bing map application.
  • Upload and symbolize GIS layers on ESRI’s arcgis.com for use by maintenance division staff.

 

  • Provide support to the IT division on Bentley Systems’ Superload Automated Routing Application.
  • Oversee, direct and issue tasks to GIS staff working on the Superload project.
  • Use GIS linear referencing data techniques to produce databases for use by the Superload application.
  • Organize and run meetings with Bentley Systems, The Virginia DMV and VDOT related to the Superload project.
  • Coordinate with the software vendor, Bentley Systems, to receive desktop support on the Superload application including tracking bugs with HP Quality Center and implementing software updates.
  • Provide excellent writing and presentation skills producing documents and presentations for the Superload project.

GIS Analyst II

PBS&J, Beltsville, MD

November 2005 – June 2007

  • Used ArcGIS 9.1 to edit FEMA Digital Flood Insurance Rate Maps stored in GIS personal geodatabases.
  • Duties included interpreting environmental engineering data, geodatabase design, performing Access queries, validating and editing topology, creating annotation labels, floodplain mapping, GIS data acquisition and GIS data analysis.
    • Followed project schedules and budgets as a study lead on select county flood studies.
  • Created a more efficient process for exporting FEMA FIRM maps to one bit monochrome TIFF images required by the FEMA Map Service Center.
  • Performed quality control of FEMA DFIRM GIS data and FIRM maps including processing GIS data through an extensive third party independent QA review.  Reviewed suggested corrections and implemented the valid corrections by editing GIS data with ArcGIS.
  • Created various overview maps of areas in California showing the locations of levees, rivers, levee districts, highways and counties boundaries.
  • Created, converted and edited Mr. SID images with GeoExpress.

GIS Technician

June 2004 – March 2005

  • Performed quality assurance and quality checking of FEMA Digital Flood Insurance Rate Map GIS data using ArcGIS 8.3.
  • Created maps using ArcGIS and MapInfo including maps for the Federal Transit Administration.
  • Used ArcPAD on a Panasonic Toughbook with integrated GPS to test verifying and collecting flood data in the field.
  • Traveled to Seattle, WA, Great Bend, KS and St. Mary’s County, MD to meet with communities for feedback on how to create an efficient method for collecting and verifying flood data in the field.
  • Performed Section 508 testing of FEMA’s HAZUS-HM software.
  • Performed some hurricane analysis for the US Postal Service using FEMA’s HAZUS-HM software.

Personal Information Technology Accomplishments

  • Built and configured a desktop computer based Digital Video Recorder with six TV tuners and 3TB of hard disk space featuring Windows 7 and SageTV.
  • Built, configured and repaired a number of desktop computers for myself, family and friends.
  • Successfully disassembled my Dell Vostro 1500 laptop and replaced the Intel CPU
  • Successfully disassembled and replaced the LCD screen in my old Dell Inspiron laptop.
